NEW DELHI, Oct 29, 2002 : President, Shri A.P.J. Abdul Kalam conferred seven Kirti Chakras, thirty eight Shaurya Chakras on those Armed Forces and civilian personnel who displayed conspicuous gallantry, indomitable courage and extreme devotion to duty at a solemn defence investiture ceremony in Rashtrapati Bhawan.

The President also conferred twelve Param Vishisht Seva Medals, two Bars to Ati Vishisht Seva Medals and seventeen Ati Vishisht Seva Medals to senior officers of the Armed Forces for distinguished service of an exceptional order.

The five Delhi policemen who lost their lives during the terrorist attack on Parliament House, along with the three CRPF men and one SPG officer who challenged and shot them down, were also recognised.

But the eyes of those assembled turned moist when Shalini Bhadauria, herself an Army officer, went up to the President to receive the Kirti Chakra awarded to the late Major Avinash Bhadauria, and Sheel Tomar for the late Rajputana Rifles jawan, Kaliyan Singh Tomar.

There were survivors too such as the battle-scarred Pan Singh of Garhwal Rifles, who has already won a Sena Medal, the unassuming duo of Keshar Bahadur Chhetri of 2/9 Gurkhas and Mohd. Iqbal of 1 Jammu and Kashmir Light Infantry and paratrooper Ranjeet Singh Mann, still walking with a limp, 18 months after a deadly shootout on the mountain tops.

Defence Minister, George Fernandes, stood by the President's side while top defence officers introduced themselves and the awardees or their relatives queued up to meet a President, who did not appear to stand on formality.

After the award-giving ceremony and customary photo-op, Dr. Kalam gave a patient ear to all the awardees. Many wanted to narrate their tales of official apathy while others such as the parents of Capt. Sekhar Ghosh, who laid down his life in Jammu and Kashmir, wanted to "pay our respects because he was approachable.''
